4. Method of Appointment – నియామక పద్ధతి

Class-I – Category 1 to 12

School Assistant పోస్టులకు నియామకం కింది విధంగా ఉంటుంది:

• Mathematics, Physical Sciences, Biological Science, Social Studies: Category 15 of Class-I నుండి బదిలీ (MPSHM/SA surplus గా గుర్తించినప్పుడు), 30% Direct Recruitment మరియు 70% Class-II Categories 1 to 10 నుండి Promotion.
• English, Telugu, Hindi, Urdu, Oriya, Tamil, Kannada, Sanskrit: Category 15 of Class-I నుండి బదిలీ (MPSHM/SA surplus గా గుర్తించినప్పుడు), 70% Direct Recruitment మరియు 30% Class-II Categories 1 to 10 నుండి Promotion.

Class-I – Category 13

School Assistant (Physical Education) – ఈ పోస్టుకు సంబంధించి Rule 3 పట్టికలో ప్రత్యేక నియామక విధానం పేర్కొనబడలేదు.

Class-I – Category 14

Class-I – Category 15

Model Primary School Headmaster / School Assistant (MPSHM/SA):

• Class-I Categories 1 to 12లో surplus పోస్టులు ఉంటే బదిలీ ద్వారా నియామకం.
• అవసరమైతే Class-II Categories 1 to 10 నుండి Promotion ద్వారా నియామకం.

5. Transfers – ముఖ్యమైన నిబంధనలు

• ఒకే Class లోని వేర్వేరు Categories మధ్య సాధారణంగా Transfer అనుమతించబడదు.
• Reapportionment / Rationalization సమయంలో surplus పోస్టులు గుర్తిస్తే, అర్హతలు కలిగిన ఉపాధ్యాయుల నుంచి ప్రభుత్వం బదిలీకి willingness కోరవచ్చు.
• Surplus Teacher సంబంధిత అవసరమైన Subject కు బదిలీ కావడానికి అంగీకరించకపోతే, బదిలీకి దరఖాస్తు చేసిన surplus ఉపాధ్యాయుల్లో అవసరమైన అర్హతలు కలిగిన Junior-most Teacher ను నిర్దిష్ట కాలానికి బదిలీ చేయవచ్చు.
• Class-I Categories 1 to 12లో surplus ఉపాధ్యాయులు ఉంటే ముందుగా MPSHM/SA పోస్టులకు నియమించాలి.
• Surplus ఉపాధ్యాయులు లేనప్పుడు సంబంధిత నిబంధనల ప్రకారం Class-II Categories 1 to 10 నుండి ప్రమోషన్ ద్వారా పోస్టులు భర్తీ చేయాలి.
• MPSHM/SA ఉపాధ్యాయులు surplus గా ఉంటే వారి అర్హతల ప్రకారం అవసరమైన Subject లో నియమించాలి.

6. Local Candidate Reservation

95% Local Reservation

Direct Recruitment ద్వారా భర్తీ చేసే పోస్టుల్లో స్థానిక అభ్యర్థులకు 95% రిజర్వేషన్ వర్తిస్తుంది.

ఇది Presidential Order, 2025 ప్రకారం పేర్కొనబడింది.

7. Rule of Reservation

• Direct Recruitment నియామకాలకు Andhra Pradesh State and Subordinate Services Rules లోని General Rule 22 ప్రకారం ప్రత్యేక ప్రాతినిధ్య రిజర్వేషన్ వర్తిస్తుంది.
• మహిళల కోసం ప్రత్యేకంగా ఏర్పాటు చేసిన సంస్థలు / Girls Schools లో మహిళలను మాత్రమే నియమించాలి.
• మహిళల కోసం ప్రత్యేకంగా ఏర్పాటు చేసిన సంస్థలో ఖాళీ ఏర్పడితే, అదే Unit లోని సాధారణ సంస్థలో పనిచేస్తున్న అదే Category మహిళా ఉద్యోగిని బదిలీ ద్వారా నియమించవచ్చు.
• అటువంటి బదిలీ సాధ్యం కానప్పుడు సంబంధిత నియామక పద్ధతి ప్రకారం మహిళా అభ్యర్థిని నియమించవచ్చు.
• Promotion లో రిజర్వేషన్ అప్పటికప్పుడు ప్రభుత్వం జారీ చేసే నిబంధనల ప్రకారం అమలు చేయాలి.

8. Qualifications – విద్యార్హతలు

గమనిక: క్రిందివి GOలోని Rule 5 ఆధారంగా సంక్షిప్తంగా ఇవ్వబడ్డాయి. ప్రతి అభ్యర్థి సంబంధిత Category యొక్క పూర్తి అర్హతలు, Subject Combination, Methodology, Medium మరియు Training Certificate వివరాలను అధికారిక PDFలో పరిశీలించాలి.

Class-I – School Assistant Qualifications

1. School Assistant (Mathematics)

• Mathematics / Applied Mathematics / Statistics ప్రధాన లేదా మూడు సమాన Optional Subjects లో ఒకటిగా ఉన్న Bachelor Degree మరియు Mathematics Methodology తో B.Ed / B.Ed (Special Education).
• లేదా NCTE గుర్తింపు పొందిన సంస్థ నుంచి Mathematics / Applied Mathematics / Statistics తో 4-year Integrated Degree.

• Physics / Applied Physics / Engineering Physics & Instrumentation మరియు Chemistry / Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry / Medicinal Chemistry / Bio-Chemistry / Geology లేదా సంబంధిత సబ్జెక్టుల్లో అవసరమైన Subject Combination తో Bachelor Degree మరియు Physical Science / Physics / Chemistry / Science Methodology తో B.Ed.
• లేదా సంబంధిత సబ్జెక్టులతో NCTE గుర్తింపు పొందిన సంస్థలో 4-year Integrated Degree.

3. School Assistant (Biological Science)

• Botany, Zoology Optional Subjects లేదా ఒకటి Main Subject, మరొకటి Subsidiary Subject గా Bachelor Degree మరియు Biological Science / Natural Sciences / Science / Botany / Zoology Methodology తో B.Ed.

• History, Economics, Geography, Political Science, Public Administration, Sociology, Commerce, Politics, Anthropology, Social Work, Philosophy, Psychology తదితర GOలో పేర్కొన్న Subjects లో అవసరమైన Subject Combination తో Bachelor Degree.
• Social Studies / Social Sciences / Geography / History / Political Science / Economics తదితర Methodology తో B.Ed.
• లేదా సంబంధిత Subjects తో NCTE గుర్తింపు పొందిన 4-year B.A.B.Ed Integrated Degree.

5. School Assistant (English)

6. School Assistant (Telugu)

• GO Table-Iలో పేర్కొన్న Madhyama, Ratna, Praveen, Sahityalankar, Pandit, Vidwan, Sevak, Visharad Diploma, Sahitya Ratna Diploma, Bhasha Praveena, Sahitya Bhushan, Sastry Degree, Hindi Kovid Degree తదితర అర్హతలు.
• GO Table-IIలో పేర్కొన్న Hindi Training Qualifications లో ఏదో ఒకటి కలిగి ఉండాలి.
• లేదా Hindi తో NCTE గుర్తింపు పొందిన 4-year B.A.B.Ed Integrated Degree.
• లేదా Hindi Post Graduation మరియు Hindi Methodology తో 3-year Integrated B.Ed-M.Ed.

8. School Assistant (Urdu)

• Urdu ప్రధాన Subject లేదా మూడు సమాన Optional Subjects లో ఒకటిగా ఉన్న Bachelor Degree.
• Urdu Oriental Language Degree (B.O.L) లేదా సమానమైన అర్హత.

11. School Assistant (Kannada)

• Kannada ప్రధాన Subject లేదా మూడు సమాన Optional Subjects లో ఒకటిగా ఉన్న Bachelor Degree.
• Kannada Oriental Language Degree (B.O.L) లేదా సమానమైన అర్హత.
• Kannada Post Graduation మరియు Kannada Methodology తో B.Ed / B.Ed (Special Education) లేదా Kannada Pandit Training.
• లేదా NCTE గుర్తింపు పొందిన 4-year B.A.B.Ed Integrated Degree.
• లేదా Kannada Post Graduation మరియు Kannada Methodology తో 3-year Integrated B.Ed-M.Ed.

12. School Assistant (Sanskrit)

• Sanskrit ప్రధాన Subject లేదా మూడు సమాన Optional Subjects లో ఒకటిగా ఉన్న Bachelor Degree.
• Sanskrit Oriental Language Degree (B.O.L) లేదా సమానమైన అర్హత.
• Sanskrit Post Graduation మరియు Sanskrit Methodology తో B.Ed / B.Ed (Special Education) లేదా Sanskrit Pandit Training.
• లేదా NCTE గుర్తింపు పొందిన 4-year B.A.B.Ed Integrated Degree.
• లేదా Sanskrit Post Graduation మరియు Sanskrit Methodology తో 3-year Integrated B.Ed-M.Ed.

13. School Assistant (Physical Education)

• Bachelor Degree లేదా దానికి సమానమైన అర్హత.
• Bachelor Degree in Physical Education లేదా సమానమైన అర్హత లేదా M.P.Ed.

14. School Assistant (Special Education)

కింది అర్హతల్లో ఏదో ఒకటి ఉండాలి:

• Graduation / Post Graduation తో B.Ed (Special Education).
• Graduation / Post Graduation మరియు B.Ed (General) తో పాటు 1 లేదా 2 సంవత్సరాల Diploma in Special Education.
• B.Ed (General) తో Post Graduate Professional Diploma in Special Education (PGPD).
• Special Education (Mental Retardation / Multiple Disability / Locomotor Impairment and Cerebral Palsy) లో PG Diploma.
• Visual Impairment లో Secondary Level Teacher Training Course.
• Senior Diploma in Teaching the Deaf.
• B.A., B.Ed. in Visual Impairment.
• RCI ఆమోదించిన ఇతర సమాన అర్హత.

అదనంగా: Teacher Eligibility Test (TET) లో ఉత్తీర్ణత మరియు చెల్లుబాటు అయ్యే RCI CRR Number తప్పనిసరి.

15. Model Primary School Headmaster / School Assistant (MPSHM/SA)

• Andhra Pradesh Board of Intermediate Education నిర్వహించే Intermediate Examination లేదా సమానమైన పరీక్షలో ఉత్తీర్ణత.
• Director of Government Examinations, Andhra Pradesh జారీ చేసిన Teacher Training Certificate లేదా సమానమైన అర్హత.
• లేదా Bachelor Degree మరియు B.Ed Degree.

Class-II – Qualifications

1. Secondary Grade Teacher (SGT)

• Andhra Pradesh Board of Intermediate Education జారీ చేసిన Intermediate Certificate లేదా గుర్తింపు పొందిన సమాన అర్హత.
• లేదా Intermediate Vocational Course తో పాటు Board of Intermediate Education జారీ చేసిన Bridge Course Certificate మరియు రెండేళ్ల D.Ed / D.El.Ed Certificate.
• లేదా RCI గుర్తింపు పొందిన Special Education D.Ed / D.El.Ed.
• లేదా 4-year Bachelor in Elementary Education.

B.Ed అభ్యర్థులకు ముఖ్యమైన నిబంధన:
NCTE గుర్తింపు పొందిన సంస్థ నుంచి B.Ed అర్హత పొందిన SGT ఉపాధ్యాయులు, Secondary Grade Teacher గా నియామకం పొందిన తేదీ నుంచి రెండు సంవత్సరాల లోపు NCTE గుర్తించిన ఆరు నెలల Bridge Course in Elementary Education తప్పనిసరిగా పూర్తి చేయాలి.

2. Secondary Grade Teacher (Special Education)

• Intermediate / Senior Secondary మరియు సంబంధిత Disability Category లో 2-year D.Ed Special Education.
• లేదా Intermediate / Senior Secondary మరియు సంబంధిత Disability Category లో 1-year Diploma in Special Education (DSE).
• లేదా DCBR తో పాటు 6-month Certificate Course in Education of Children with Special Needs (CwSN).
• లేదా PGDCBR తో పాటు 6-month CwSN Certificate Course.
• లేదా MRW Diploma తో పాటు 6-month CwSN Certificate Course.
• లేదా Junior Diploma in Teaching the Deaf.
• లేదా Primary Level Teacher Training Course in Visual Impairment.
• లేదా DVRMR / DVTE-MR తో పాటు 6-month CwSN Certificate Course.
• లేదా DHLS తో పాటు 6-month CwSN Certificate Course.
• లేదా కనీసం ఒక సంవత్సరం వ్యవధి కలిగిన RCI గుర్తింపు పొందిన అర్హత మరియు 6-month CwSN Certificate Course.
• లేదా RCI ఆమోదించిన ఇతర సమాన అర్హత.

అదనంగా: TET లో ఉత్తీర్ణత మరియు Valid RCI CRR Number తప్పనిసరి.

3. Physical Education Teacher

No Further Recruitment. ఈ కేటగిరీలో ఇకపై కొత్త నియామకాలు ఉండవని Rule 3లో పేర్కొనబడింది.

4. Art Teacher

• 10వ తరగతి లేదా సమానమైన పరీక్షలో ఉత్తీర్ణత.
• Government College of Fine Arts and Architecture నుంచి Diploma / Certificate in Drawing Commercial Art లేదా Higher Grade Drawing Certificate.
• Director of Government Examinations, Andhra Pradesh జారీ చేసిన Technical Teacher Training Certificate.

5. Drawing Teacher

• 10వ తరగతి లేదా సమానమైన పరీక్షలో ఉత్తీర్ణత.
• Government College of Fine Arts and Architecture నుంచి Painting / Drawing / Sculpture / Commercial Art లో Diploma లేదా Certificate.
• Technical Teacher Training Certificate.

6. Music Teacher

• 10వ తరగతి లేదా సమానమైన పరీక్షలో ఉత్తీర్ణత.
• Government College of Music లేదా గుర్తింపు పొందిన / ప్రసిద్ధ సంస్థ నుంచి Diploma in Carnatic Vocal Music.
• Technical Teacher Training Certificate.

7. Craft Teacher, 8. Vocational Training Instructor, 9. Weaving Teacher, 10. Sewing Teacher

• 10వ తరగతి లేదా సమానమైన పరీక్షలో ఉత్తీర్ణత.
• సంబంధిత Trade లో State Industrial Training Institute (ITI) జారీ చేసిన Certificate లేదా సమానమైన అర్హత.
• Director of Government Examinations, Andhra Pradesh జారీ చేసిన Technical Teacher Training Certificate.

9. TET / CTET నిబంధనలు

• Class-I Categories 1 to 15లో Category 13 మినహా ఇతర Categories కు Rule 5 ప్రకారం సంబంధిత TET / CTET అర్హత అవసరం.
• Class-II Categories 1 మరియు 2కు సంబంధిత TET / CTET అర్హత అవసరం.

10. Age Limit – వయోపరిమితి

• Direct Recruitment ద్వారా నియామకానికి కనీస వయస్సు 18 సంవత్సరాలు దాటి ఉండాలి.
• గరిష్ఠ వయస్సు AP State and Subordinate Service Rules, 1996 ప్రకారం ఉంటుంది.
• వయస్సును Recruitment Notification జారీ చేసిన సంవత్సరం జూలై 1వ తేదీ నాటికి లెక్కిస్తారు.
• BC, SC, ST, EWS మరియు ఇతర అర్హత కలిగిన వర్గాలకు ప్రభుత్వం ప్రకటించిన వయోపరిమితి సడలింపులు వర్తిస్తాయి.

11. Minimum Service for Promotion

కనీసం 2 సంవత్సరాల సర్వీస్

కింది స్థాయి Category నుంచి పై స్థాయి Category కి Promotion లేదా Appointment by Transfer పొందడానికి సంబంధిత కింది Category లో కనీసం రెండు (2) సంవత్సరాల సర్వీస్ పూర్తి చేసి ఉండాలి.

12. Probation – ప్రొబేషన్ కాలం

నియామక విధానం	Probation Period
Direct Recruitment	3 సంవత్సరాల నిరంతర కాలంలో 2 సంవత్సరాలు Duty పై ఉండాలి.
Promotion / Transfer	2 సంవత్సరాల నిరంతర కాలంలో 1 సంవత్సరం Duty పై ఉండాలి.

13. Unit of Appointment – నియామక యూనిట్

Class-I	1 to 15	Revenue District Concerned
Class-II	1 to 10	Revenue District Concerned

Recruitment, Appointment, Seniority, Discharge for want of vacancy, Promotion, Transfer మరియు Reappointment వంటి అంశాలకు సంబంధిత Revenue District నియామక యూనిట్‌గా ఉంటుంది.

14. Seniority – సీనియారిటీ నిబంధనలు

Andhra Pradesh State and Subordinate Service Rules, 1996 లోని Rule 35(ii) ప్రకారం, ఒక Unit of Appointment నుంచి మరొక Unit of Appointment కు తన అభ్యర్థనపై బదిలీ అయిన ఉద్యోగి సీనియారిటీ, కొత్త Unit లో విధుల్లో చేరిన తేదీ ఆధారంగా నిర్ణయించబడుతుంది.

అదేవిధంగా Aided Schools లో పనిచేసి MPP మరియు ZPP Schools లోకి Absorption పొందిన Teaching Staff సీనియారిటీ కూడా MPP / ZPP Schools లో విధుల్లో చేరిన తేదీ ఆధారంగా నిర్ణయించబడుతుంది.

15. Supersession of Earlier Rules

ఈ కొత్త Adhoc Rules ద్వారా G.O.Ms.No.12, Education (Services.II) Department, తేదీ 23-01-2009 ద్వారా జారీ చేసిన పూర్వపు Adhoc Rules మరియు వాటికి కాలానుగుణంగా చేసిన సవరణలు రద్దు చేయబడ్డాయి.
