ఆంధ్రప్రదేశ్ మున్సిపాలిటీల పరిధిలో పనిచేస్తున్న మున్సిపల్ పాఠశాల ఉపాధ్యాయుల కోసం Andhra Pradesh School Educational Subordinate Service Rules, 2026 ను ప్రభుత్వం జారీ చేసింది.

ఈ నూతన సర్వీస్ రూల్స్ ద్వారా మున్సిపల్ పాఠశాలల్లోని ఉపాధ్యాయ పోస్టులకు సంబంధించిన నియామక పద్ధతులు, అర్హతలు, ప్రమోషన్లు, బదిలీలు, స్థానిక కేడర్, సీనియారిటీ మరియు ఇతర సర్వీస్ అంశాలను నిర్దేశించారు.

MPSHM / School Assistant – Category 13

• Class-I Categories 1 to 10లో ఏవైనా పోస్టులు surplus గా గుర్తించబడితే, అర్హతల ఆధారంగా Transfer ద్వారా నియమిస్తారు.
• అటువంటి surplus పోస్టులు లేనప్పుడు Class-II Categories 1 to 10 నుంచి Promotion ద్వారా నియమిస్తారు.

Appointing Authority: Class-I మరియు Class-II పోస్టులకు District Educational Officer (DEO) అని G.O.లో పేర్కొన్నారు.

6. ముఖ్యమైన నిబంధనలు – Transfer and Surplus Staff

1. ఒకే Class లోని వేర్వేరు Categories మధ్య సాధారణంగా Transfer అనుమతించబడదు.
2. Teaching Staff Reapportionment / Rationalization సమయంలో surplus పోస్టులు గుర్తిస్తే, ప్రభుత్వం అర్హులైన ఉపాధ్యాయుల నుంచి willingness కోరవచ్చు.
3. సంబంధిత పోస్టుకు అవసరమైన విద్యార్హతలు కలిగి ఉండాలి.
4. Surplus టీచర్ అవసరమైన subject కు బదిలీ కావడానికి willingness ఇవ్వకపోతే, అర్హతలు కలిగిన దరఖాస్తు చేసిన surplus ఉపాధ్యాయుల్లో junior-most టీచర్‌ను నిర్దిష్ట కాలానికి deputation పై పంపవచ్చు.
5. Class-I Categories 1–10లో surplus ఉపాధ్యాయులు ఉంటే, ముందుగా MPSHM/SA పోస్టులలో నియమిస్తారు.
6. MPSHM/SA పోస్టులకు surplus ఉపాధ్యాయులు లేనప్పుడు Class-II Categories 1–10 నుంచి సంబంధిత సర్వీస్ రూల్స్ ప్రకారం Promotion ఉంటుంది.
7. మిగిలిన MPSHM/SA ఉపాధ్యాయులను వారి అర్హతల ప్రకారం అవసరమైన subject లో నియమించవచ్చు.

7. Local Reservation – 95% Reservation

Local Candidates Reservation: 95%

Direct Recruitment ద్వారా భర్తీ చేసే పోస్టులలో స్థానిక అభ్యర్థులకు 95% రిజర్వేషన్ వర్తిస్తుంది.

ఈ నిబంధన Presidential Order, 2025 ప్రకారం అమలులో ఉంటుంది.

ఈ G.O.లో Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 ఆధారంగా Local Cadre వ్యవస్థను పేర్కొన్నారు.

8. Rule of Reservation

• Direct Recruitment కు Andhra Pradesh State and Subordinate Services General Rule 22 ప్రకారం Special Representation / Reservation వర్తిస్తుంది.
• ప్రత్యేకంగా మహిళల కోసం ఏర్పాటు చేసిన సంస్థలు / బాలికల పాఠశాలల్లో మహిళలను మాత్రమే నియమించాలి.
• అటువంటి సంస్థల్లో ఖాళీలు ఏర్పడితే, అదే యూనిట్‌లోని ఇతర సంస్థల్లో పనిచేస్తున్న మహిళా ఉద్యోగులను బదిలీ ద్వారా నియమించవచ్చు.
• అటువంటి Transfer సాధ్యం కానప్పుడు అనుమతించబడిన నియామక పద్ధతుల ద్వారా భర్తీ చేయవచ్చు.
• Promotion లో Reservation నిబంధనలు ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే ఉత్తర్వుల ప్రకారం అమలవుతాయి.

9. విద్యార్హతలు – Qualifications

క్రింద పేర్కొన్నవి G.O.లోని Rule 5 ప్రకారం పోస్టుల వారీగా విద్యార్హతల సారాంశం. పూర్తి అర్హతలు, ప్రత్యామ్నాయ కోర్సులు, Methodology మరియు గుర్తింపు నిబంధనల కోసం Original GO PDF చూడాలి.

Class-I – School Assistant (Mathematics)

• Bachelor's Degree with Mathematics / Applied Mathematics / Statistics as main subject లేదా మూడు సమాన optional subjects లో ఒకటి.
• B.Ed. / B.Ed. (Special Education) with Mathematics Methodology.
• లేదా NCTE గుర్తింపు పొందిన సంస్థ నుంచి Mathematics / Applied Mathematics / Statistics తో 4-year Integrated Degree.
• Intermediateలో Mathematics group subject కలిగిన BCA అభ్యర్థులు లేదా Intermediateలో Mathematics, Physics కలిగిన B.E./B.Tech అభ్యర్థులు, Mathematics Methodologyతో B.Ed. కలిగి ఉండాలి.
• లేదా Mathematics / Applied Mathematics / Statistics లేదా allied subjects లో Post Graduation మరియు Mathematics Methodologyతో 3-year integrated B.Ed.-M.Ed.

Class-I – School Assistant (Physical Sciences)

• Physics / Applied Physics / Engineering Physics & Instrumentation మరియు Chemistry / Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry / Medicinal Chemistry / Bio-Chemistry / Geology తదితర సంబంధిత విషయాల్లో అవసరమైన రెండు subjects కలిగిన Bachelor's Degree.

Class-I – School Assistant (Social Studies)

• Bachelor's Degreeలో History, Economics, Geography, Political Science, Public Administration, Sociology, Commerce, Politics, Social Anthropology, Ancient Indian History, Archaeology, Anthropology, Social Work, Philosophy, Psychology, Business Economics, Statistics, Accountancy తదితర G.O.లో పేర్కొన్న subjects లో ఏవైనా రెండు optional subjects లేదా ఒక main subject మరియు మరొక subsidiary subject ఉండాలి.
• B.Ed. / B.Ed. (Special Education) with Social Studies / Social Sciences / Geography / History / Political Science / Economics Methodology.
• లేదా సంబంధిత subjects తో 4-year B.A. B.Ed. Integrated Degree.
• Social Sciences Intermediate group subject కలిగిన BCA / BBM అభ్యర్థులు సంబంధిత Methodologyతో B.Ed. కలిగి ఉండాలి.
• లేదా Geography / History / Political Science / Economics లేదా allied subjects లో Post Graduation మరియు 3-year integrated B.Ed.-M.Ed.

Class-I – School Assistant (English)

• Bachelor's Degreeలో English main subject లేదా optional subject గా ఉండాలి లేదా Englishలో Post Graduation ఉండాలి.
• B.Ed. / B.Ed. (Special Education) with English Methodology.
• లేదా English optional subject మరియు English Methodologyతో NCTE గుర్తింపు పొందిన 4-year B.A. B.Ed. / B.Sc. B.Ed. Integrated Degree.
• లేదా Englishలో Post Graduation మరియు English Methodologyతో 3-year integrated B.Ed.-M.Ed.

Class-I – School Assistant (Telugu)

• Bachelor's Degreeలో Telugu main subject లేదా మూడు సమాన optional subjects లో ఒకటి.
• Bachelor's Degree in Oriental Language (B.O.L.) in Telugu లేదా సమానమైన అర్హత.

Class-I – School Assistant (Physical Education)

• Bachelor's Degree లేదా equivalent qualification.
• Bachelor's Degree in Physical Education లేదా equivalent qualification లేదా M.P.Ed.

Class-I – School Assistant (Special Education)

క్రింది అర్హతలలో ఏదో ఒకటి కలిగి ఉండాలి:

1. Graduation / Post Graduation with B.Ed. (Special Education).
2. Graduation / Post Graduation and B.Ed. (General) with one or two year Diploma in Special Education.
3. Graduation / Post Graduation and B.Ed. (General) with Post Graduate Professional Diploma in Special Education (PGPD).
4. Graduation / Post Graduation and PG Diploma in Special Education (Mental Retardation) / Multiple Disability / Loco motor Impairment and Cerebral Palsy.
5. Graduation / Post Graduation and Secondary Level Teacher Training Course in Visual Impairment.
6. Graduation / Post Graduation and Senior Diploma in Teaching the Deaf.
7. B.A., B.Ed. in Visual Impairment.
8. RCI ఆమోదించిన ఇతర సమాన అర్హత.

అదనంగా: Teacher Eligibility Test (TET)లో ఉత్తీర్ణత మరియు చెల్లుబాటు అయ్యే RCI CRR Number కలిగి ఉండాలి.

Class-I – MPSHM / School Assistant (Category 13)

• Andhra Pradesh Board of Intermediate Education నిర్వహించిన Intermediate లేదా equivalent qualification.
• Director of Government Examinations, Andhra Pradesh జారీ చేసిన Teacher Training Certificate లేదా equivalent qualification.
• లేదా Bachelor's Degree మరియు B.Ed. Degree.

Class-II – Secondary Grade Teacher (SGT)

• Board of Intermediate Education, Andhra Pradesh జారీ చేసిన Intermediate Certificate లేదా గుర్తింపు పొందిన equivalent certificate.
• లేదా Intermediate Vocational Course తో పాటు Board of Intermediate Education జారీ చేసిన Bridge Course Certificate.
• అదనంగా రెండు సంవత్సరాల D.Ed. / D.El.Ed. Certificate లేదా equivalent qualification.
• లేదా RCI గుర్తింపు పొందిన Special Education D.Ed. / D.El.Ed.
• లేదా 4-year Bachelor in Elementary Education (B.El.Ed.).

B.Ed. అభ్యర్థులకు ముఖ్యమైన నిబంధన: NCTE గుర్తింపు పొందిన సంస్థ నుంచి B.Ed. అర్హత పొందిన SGT, నియామకం జరిగిన తేదీ నుంచి రెండు సంవత్సరాలలోపు NCTE గుర్తించిన 6 నెలల Bridge Course in Elementary Education తప్పనిసరిగా పూర్తి చేయాలి.

Class-II – Secondary Grade Teacher (Special Education)

Intermediate / Senior Secondary లేదా equivalent qualificationతో పాటు క్రింది అర్హతలలో ఏదో ఒకటి:

1. ఏదైనా Disability Categoryలో Two-year D.Ed. Special Education.
2. ఏదైనా Disability Categoryలో One-year Diploma in Special Education (DSE).
3. Diploma in Community Based Rehabilitation (DCBR) మరియు 6 నెలల CwSN Certificate Course.
4. Post Graduate Diploma in Community Based Rehabilitation (PGDCBR) మరియు 6 నెలల CwSN Certificate Course.
5. Diploma in Multi Rehabilitation Worker (MRW) మరియు 6 నెలల CwSN Certificate Course.
6. Junior Diploma in Teaching the Deaf.
7. Primary Level Teacher Training Course in Visual Impairment.
8. Diploma in Vocational Rehabilitation – Mental Retardation (DVRMR) / DVTE-MR మరియు 6 నెలల CwSN Certificate Course.
9. Diploma in Hearing Language and Speech (DHLS) మరియు 6 నెలల CwSN Certificate Course.

Class-II – Art Teacher

• 10వ తరగతి లేదా equivalent examination ఉత్తీర్ణత.
• Government College of Fine Arts and Architecture నుంచి Diploma / Certificate in Drawing Commercial Art లేదా Higher Grade Drawing Certificate.
• Director of Government Examinations, Andhra Pradesh జారీ చేసిన Technical Teacher Training Certificate.

Class-II – Drawing Teacher

• 10వ తరగతి లేదా equivalent examination ఉత్తీర్ణత.
• Government College of Fine Arts and Architecture నుంచి Painting / Drawing / Sculpture / Commercial Art లో Diploma లేదా Certificate.
