Sub: School Education – SCERT, A.P. – Conduct of Cluster School Complex Meetings during the month of September 2026 for Primary (SGTs) and Secondary School Assistants – Non-Language,

Read: 1.Rc.No.ESE02/208/2025-SCERT Dated: 19-08-2026 of the Director of School Education, Andhra Pradesh, Amaravati.

2.Instructions of the DSE issued during the meeting held on 31.07.2026 at the Conference Hall, O/o CSE, A.P., Amaravati

ORDER:

All the Regional Joint Directors of School Education, District Educational Officers, Additional Project Coordinators, Samagra Shiksha and DIET Principals in the State are informed that the Cluster School Complex Meetings for the month of September 2026 shall be conducted at the Cluster School Complex level on the following dates:

  The meetings shall be conducted from 09:00 AM to 04:00 PM, without any deviation.

    They are further informed that the Cluster School Complex Meetings are intended to provide continuous academic support to teachers through review of academic progress, identification of learning gaps, learning out comes, discussion on difficult concepts, collaborative lesson planning, demonstration lessons, Teacher Attendance, Students attendance, Out of School Children, peer group learning and preparation of school-wise academic action plans.

    Further they are informed that the detailed agenda for the Cluster School Complex Meeting scheduled on 19.09.2026 for Primary (SGTs) and Secondary School Assistants handling Non-Language subjects i.e Maths, Physical Science, Biological Science and Social Science are appended as Annexure-I.

  The detailed agenda for the Cluster School Complex Meeting scheduled on 26.09.2026 for Primary (SGTs) and Secondary School Assistants handling Language subjects i.e Telugu, Hindi, English and Physical Education is appended as Annexure-II.

All the field-level functionaries concerned shall ensure that the prescribed agenda is followed and that adequate arrangements are made for the smooth conduct of the meetings.

Instructions to Cluster School Complex Headmasters:

1. The Cluster School Complex Headmaster shall ensure 100% attendance and active participation of all the concerned teachers.

2. Necessary seating arrangements, drinking water, sanitation, digital infrastructure and internet connectivity shall be ensured at the Cluster School Complex.

3. The Resource Persons/facilitators shall be identified in advance and informed about the agenda and session requirements.

4. Relevant academic content and resource material shall be made available to the Resource Persons/facilitators sufficiently in advance.

5. The sessions shall be conducted as per the approved agenda and time schedule.

6. The Cluster School Complex Headmaster shall ensure proper marking of attendance through the prescribed attendance mechanism/facial recognition system, wherever applicable.

7. The teachers attending the Cluster School Complex Meeting shall invariably submit the prescribed feedback form before dispersal.

8. The Cluster School Complex Headmaster shall maintain the necessary records and submit the monitoring/feedback information to the concerned authorities.

9. The concerned DIET Principals, MEOs, DEOs, APCs and other designated monitoring officials shall monitor the conduct of the Cluster School Complex Meetings and provide necessary academic support.

10. All concerned officials shall ensure that the meetings are conducted in an academic and professional manner and that the outcomes of the discussions are translated into school-level action plans.

Don’ts in the Complex Trainings:

No Felicitation activities like transfers, promotions, no meeting with shawls and garland.

No personal parties, birthday parties, no visits, no sightseeing programmes, Availing of Leaves except for Medical emergencies.

No discussions on service matters and no personnel discussions. 

No Union Meeting Discussions.

The monitoring mechanism followed for Cluster School Complex Meetings shall include the concerned DEO, Dy.EO, APC, DIET Principal, DIET Faculty, Sectoral Officers of District Samagra Shiksha, MEOs and other designated officials, as applicable. The earlier proceedings prescribe monitoring by these field-level functionaries and require the Cluster School Complex Headmaster to ensure submission of feedback.

Therefore, all the Regional Joint Directors of School Education, District Educational Officers, Additional Project Coordinators, Samagra Shiksha and DIET Principals in the State are requested to disseminate these instructions to all concerned field-level functionaries and ensure 100% attendance and effective participation of the teachers.

Any laxity in the matter will be viewed seriously, and these instructions shall be followed scrupulously.

Receipt of these proceedings shall be acknowledged.
