O R D E R:

  The Government of Andhra Pradesh is committed to strengthening Foundational Literacy and Numeracy (FLN) through continuous professional development of teachers handling primary grades. As part of the 60 days Certificate Course Programme, Key Resource Person (KRP) Training was successfully conducted from 21.05.2026 to 25.05.2026, followed by District Resource Person (DRP) Training from 29.05.2026 to 02.06.2026. In continuation of the above training cascade model, it is planned to conduct Ground-Level Capacity Building Training for Secondary Grade Teachers across the State from 04.06.2026 to 09.06.2026 for a period of six (06) days in non-residential mode.

    The proposed training programme should cover approximately 40,412 teachers, comprising 34,000 existing Secondary Grade Teachers and 6,412 newly recruited SGTs, at 180 training venues identified in all districts. The training is intended to strengthen teachers' competencies in Play-Based Pedagogy, Activity-Based Learning, Foundational Literacy and Numeracy, Classroom Transaction, Child-Centric Teaching Practices, Assessment Strategies, and Effective Implementation of Curriculum Framework. The following categories of teachers shall attend the training programme:

1. All teachers who have undergone Year-I training, irrespective of the classes presently being handled for year 2 and year 3 combined training.

2. All newly recruited DSC Secondary Grade Teachers.

3. All teachers working in Single Teacher Schools.

The teachers trained under this programme shall be entrusted with handling Classes I or II during the Academic Year 2026-27 to ensure effective implementation of foundational learning strategies in schools. The  districts have identified and finalized 180 training centres across the State and have made necessary arrangements for smooth conduct of the programme.



The training should be conducted under the direct supervision of the District Educational Officers with support from Additional Project Coordinators, Principals, DIETs, Deputy Educational Officers, Mandal Educational Officers and Head Masters, Resource Persons, and other supporting staff. The Regional Joint Directors shall oversee the training programme in their regions personally and report from to time to the state authorities.

Under the powers vested with State Project Director, Samagra Shiksha, Andhra Pradesh the following sanctions and permissions are hereby accorded for smooth conduct of capacity building of teachers in the state.

1. The District Educational Officers are permitted to conduct the Ground- Level Capacity Building Training Programme from 04.06.2026 to 09.06.2026 for 40,412 Secondary Grade Teachers at identified 180 training venues across the State.

2. Permission to the District Educational Officers to appoint Course Directors, Resource Persons, Centre In-Charges, and supporting staff for the effective conduct of the training programme.

3. Permitted the Additional Project Coordinators, Samagra Shiksha in the state to release the following amount to the District Education Officers concerned from the available funds as below.

 A. Each training venue @ Rs.20,000/- for maintenance and miscellaneous expenditure.

 B. Stationery and Teaching Learning Material (TLM) @ Rs.100/- per participant teacher.

 4. Permission to the Director, Text Book Press to print and supply the Course Module to all training venues across the State.

 5. Permitted the 10 identified vendors to supply the food as per  the approved menu to the trainings @Rs.300/- each person per day in all 28 districts.

 6. Sanction accorded for an amount of Rs. 9,29,64,600/- (Rupees Nine Crores Twenty-Nine Lakhs Sixty-Four Thousand and Six Hundred Only) towards Capacity Building Programme for Secondary Grade Teachers (SGTs) handling Classes I & II and newly recruited SGTs under FLN during the year 2026-27.

 The Finance Controller of this office is permitted to release the funds to Additional Project Coordinators of Samagra Shiksha and service vendors as per the actuals based on the reports of the District Education Officers in the state. The expenditure shall be met from the intervention- FLN 5.7.2.2 capacity building of teachers grade 1 to 5 of Samagra Shiksha PAB 2026–27.
