In the reference 1st cited, clear instructions were issued for migration of all Contract Employees, Part-Time Employees and other Temporary Employees into the 'NIDHI Payroll Application' with effect from the salary month of February, 2026 so as to ensure seamless and timely payment of remunerations.
2. Though extended time was granted to complete the migration process vide reference 2nd cited, some of the departments have not yet completed the migration process due to the reasons like the copies of supporting GOs in which sanction was accorded could not be produced, orders for continuation of posts are not obtained or unable to identify the Number of posts allocated to the residuary State of AP. Such Heads of the Department have to take orders of the competent authority to resolve these issues.

This inordinate delay for nearly three months is causing severe hardship to the contract and part-time employees who are being deprived of their legitimate remunerations which is a matter of serious concern to the Government. The delay renders into denial of rightful wages to the employees concerned which is wholly unacceptable.
4. Therefore, all Special Chief Secretaries / Principal Secretaries / Secretaries To government are hereby requested to personally ensure that all organisations under their administrative control to complete the migration and onboarding process in the NIDHI Payroll Application without any further delay and not later than 15 days from the date of issue of this Circular Memo. If the respective heads of Department have issues mentioned in para 2 above or such other issues, necessary proposals may be sent to the finance department immediately for resolving the issues.
5. The Director of Treasuries and Accounts (DTA), Pay and Accounts Officer (PAO) and the Chief Executive Officer, APCFSS are directed to extend all necessary technical and procedural support to ensure that the onboarding process in the NIDHI Payroll Application is completed smoothly and without any hindrance. The DTA and PAO are further directed to accord top priority to the processing of salary bills submitted through CFMS so that the remuneration due to these employees reaches them without any avoidable delay. It must be ensured that no employee suffers on account of technical or administrative lapses at any level.
