Government, vide G.O second read above, issued orders for replacing the existing Physical Service Registers with Electronic Service Registers (e-SR) and amended Annexure-II, Part-III read with Rule 74(a)(iv) of the Fundamental Rules, prescribing Form-10 for maintenance of Service Registers of Government employees in electronic form.

2. Subsequently, vide G.O third read above, Government ordered maintenance of Service Registers through Electronic Service Register (e-SR) system with defined modules and user interfaces to improve efficiency, transparency and accessibility. Accordingly, the e-SR application was developed and rolled out for capturing service event-wise information from the Physical Service Registers and obtaining confirmation by the respective Drawing and Disbursing Officers. Though substantial progress was achieved during the initial phase, the exercise could not be completed in all Departments due to the COVID-19 pandemic and other administrative constraints. The data entered till date has, however, been preserved in the system.

3. Government has since introduced Retirement Benefits Processing System (RBPS) for end-to-end electronic processing of pension proposals covering submission, scrutiny, sanction, authorization and disbursement of retirement benefits. The Accountant General (A&E), Andhra Pradesh has emphasized the need for authenticated electronic Service Registers to facilitate timely pension authorization and reduce dependence on movement of Physical Service Registers. Physical SRs are the only manual intervention in the entire RBPS workflow and introducing e-SRs will make the entire workflow seamlessly digital.

4. Further, Government, vide Circular Memo fourth cited, introduced e-Human Resource Master (e-HRM) framework for maintaining accurate, authenticated and up-to-date information relating to sanctioned posts and personnel in accordance with the applicable General and Special Service Rules.

The e-HRM framework serves as the foundation for integrated Human Resource Management in the State Government.

5. To align the e-SR with the e-HRM framework and to facilitate seamless integration with the Retirement Benefits Processing System (RBPS) and Payroll system, the existing e-SR application has been comprehensively redesigned as e-SR.2.0 with significant enhancement. The enhanced application enables digitization, validation and authentication of existing physical Service Register data presently maintained in the Physical Service Register and provides dedicated modules for recording all future service events electronically. The authenticated e-SR so created shall progressively replace the Physical SR and serve as the authoritative electronic record of Government service of employees and for all Human Resource Management processes.

6. Under the existing system, service events recorded in the Physical Service Register and corresponding payroll actions are processed independently.

Accordingly, pre-payroll activities such as annual increment, AAS, pay fixation, promotion, transfer, leave affecting pay and revision of pay are separately carried out in NIDHI. The enhanced e-SR.2.0 establishes automation of HR processes by enabling authenticated service events records in e-SR to drive downstream HR and payroll processes. This will ensure single source of truth in HR processes also.

7. Accordingly, all legacy entries available in the Physical Service Register shall be digitized, verified and approved through the enhanced e-SR application.

The completeness and correctness of the legacy Service Register data shall be the responsibility of the concerned Government employee and HR Manager. HR Manager is the competent authority for recording of events of the employees’ service matters in the SR.

8. The e-SR.2.0 application comprises the following modules:

a. Basic Details.

b. Home-Town and Other Personal Details.

c. Service Events.

d. Incentives.

e. Loans and Advances.

f. Leave Ledger.

g. Leave Travel Concession Details.

h. Departmental Tests and Training Details.

9. The e-SR 2.0 has simplified workflow to facilitate expeditious completion of the exercise. As part of the revised workflow, an additional Checker role has been introduced to strengthen verification and ensure accuracy of the digitized service data before approval by HR Manager.

10. The Head of Office shall configure the workflow in the system by assigning the Checker and the HR Manager. The Government employee shall scan the physical service Register and upload the same and then undertake entry of the service events, duly noting the page number of events as per scanned copy. The Checker shall verify the entries with reference to the scanned copy of the Service Register, and forward to the HR Manager/authorized officer for final approval.

11. To facilitate verification, the application provides indexed access to the scanned copies of the Physical Service Register. The e-SR data, as is available as per the exercise done earlier in the years 2020 and 2021, also will be displayed for indexation and confirmation. Detailed User Manuals for all stakeholders shall be made available in the respective user logins.

12. Accordingly, Government hereby orders that the Physical Service Registers of all the Government servants shall be converted into and progressively replaced with e-SR as per the following Schedule. The Physical Service Register once converted into e-SR, shall be a permanent record and kept in safe custody. The implementation schedule for the e-SR 2.0 is as below.

(Comprehensive Q&A Handbook)

Note: Those who have doubts regarding the district allocation process are requested to read or listen to the following information carefully once or twice until completely understood...

Fundamental Rule: District allocation does not simply mean transferring an employee to their native home district. Rather, it is determined based on the district where you are currently serving and its corresponding erstwhile (parent) district.

(How will the division/ allocation be carried out?)

Seniority lists will be prepared on the basis of the erstwhile (undivided) district. No matter how many new districts have been carved out from the parent undivided district, the seniority of all employees belonging to the respective cadres across those areas will be pooled and considered together to prepare a comprehensive list. The final district allocation will be strictly executed based on this generated seniority list.

How will the division of posts be structured?)

The sanctioned posts within the erstwhile undivided district will be distributed and allocated proportionately to the newly formed districts. This division strictly incorporates SC and ST reservation guidelines. The exact number of posts allocated to each new district will be officially made known prior to the commencement of the selection/option process.

(Will there be any special preferences or priorities during the selection process?)

Priority and special preference will be given to the "preferential categories" explicitly designated in the government orders, as well as to employees belonging to the SC and ST categories during the allocation process.

(Must all employees submit their options?)

Yes, it is absolutely mandatory. If an option is not submitted, you will be automatically allotted to any remaining district where vacant posts are available.

(Some mandals from an erstwhile district have been merged into another erstwhile district. What happens in such cases?)

If specific mandals from one parent district were merged into a different parent district, all native residents of those merged mandals will have the opportunity to be allocated to the new current district that incorporates those mandals.

(What is the selection process?)

Preferences must be submitted based on the seniority list. An employee will select preferences (Priority 1, 2, 3, 4, etc.) for all the new districts created from their erstwhile undivided district. Allocation will be systematically processed solely on the basis of seniority rankings.

(Currently, I am not working in my native district, but in a different district within the same undivided region. Will there be an opportunity to shift to my local/native district?)

Yes, the opportunity exists, but it is strictly subject to seniority. Depending on your rank and vacancy availability, you may get the allocation, or you might not.

(If I am allocated to another district within the undivided region instead of my current working district, will I be issued a fresh posting there?)

Yes, a fresh posting will definitely be issued.

(If I choose my current working district and am allocated to it, will I be issued a fresh posting order?)

No, a fresh posting will not be issued. You will continue to remain in the same district and position where you are currently serving.

(What is the situation if both husband and wife are employees and get allocated to two different districts?)

In such cases, based on your seniority, both should strategically try to opt for the same district during initial options. If you get separated into two different districts, a "Spouse Category" adjustment option may be given after the primary placements are finalized, but the timeline for that cannot be accurately predicted. Therefore, careful advance planning is highly recommended. Furthermore, under spouse

may be given after the primary placements are finalized, but the timeline for that cannot be accurately predicted. Therefore, careful advance planning is highly recommended. Furthermore, under spouse category transfers (husband joining wife or vice-versa), high-demand districts may lack open slots. Mutual adjustment depends heavily on active vacancy availability, making it critical to map options beforehand based on seniority rankings.

(I am a junior employee, and my native home district is a prominent/developed area which everyone prefers. Will I have no opportunity to be allocated to my native district?)

If your home district is not allotted to you due to high competition after submitting options, you must serve in whichever alternative district is allocated to you by the system.

(If my local/native district is not allotted, do I have to work in the other allocated district permanently?)

Yes. The district successfully allocated to you will officially become your permanent administrative district. If mutual transfers (inter-district exchanges) are permitted by the government in the future, it might open up opportunities, but even then, it will be restricted strictly by cadre rules. For example, in the Education Department, mutual transfers are governed strictly by specific cadre, subject, medium of instruction, and management types.

...? (I am currently serving under 'Foreign Service' (deputation/secondment) in a different department rather than the parent department I was originally recruited into. How will my district allocation be processed?)

District allocation is mandatory for everyone without exception. Your name will be actively included in the master seniority list of your parent department. The allotment will be executed systematically according to the choices/options you submit. Once your foreign service tenure concludes and you return to your parent department, you must go and report for duty in the specific district allocated to you during this process.

(Will junior employees holding local status be transferred back when retirement slots open up later?)

No, they will not. Future vacancies in that district will be filled through fresh recruitment. There will be no inter-district transfers from your allocated district to another, even if you are a local resident of that preferred district.
